Carleton Petition Signatures due by Nov. 23

The FCC WG has updated the Carleton Elementary Wikipedia to ensure information is shared transparently.

The delegation presentations for Carleton at the VSB will be on Monday, Nov. 24th at 5:00 pm.

The Vancouver District Parent Advisory Council (DPAC) Facilities and Child Care Working Group has issued an open letter and requests that the process to close Sir Guy Carleton Elementary School and the rezoning of the adjacent basketball courts at Sir Sandford Fleming Elementary School be paused to allow for a comprehensive review of facilities-planning practices.

Key concerns

  1. Timely reviews and updates
    In 2021, the Vancouver School Board (VSB) committed to an annual review of its Long-Range Facilities Plan (LRFP) and indicated that an updated LRFP would precede any land disposition. However, the Fleming lease bylaw and Carleton closure processes have advanced without completion of the required updates.
  2. Transparency in land-use disclosures
    A subdivision application for the Carleton site was registered without full disclosure to stakeholders, and the information was not included in earlier FOI releases or engagement documents.
  3. Up-to-date planning information
    Despite ongoing growth and densification commitments under provincial policy, the Board is using horizons less than 20 years in facilities planning.
  4. Adherence to decision-making protocols
    The Fleming lease by-law was brought to the Board agenda with limited advance notice and without review by the Facilities Committee, reducing opportunities for meaningful stakeholder input.

Call to action

We ask the VSB to:

  • Pause further steps in the Carleton closure and Fleming rezoning until the LRFP update is complete and publicly available.
  • Provide full disclosure of all planning and land-use documentation.
  • Engage with the public and stakeholder representatives in making plans.
  • Ensure future decision-making aligns with the 20-year planning horizon stated in the Vancouver Charter and reflects current enrolment and growth projections.

DPAC remains committed to collaborating constructively with the VSB, the City of Vancouver, and other stakeholders to ensure that Vancouver’s school-site planning supports current and future generations of learners.
